Learning Object Repository. An assortment of course content--typically hosted on a server or stored on an accessible hard drive--which can be accessed by an LMS to deliver the content to the student. Some institutions have their own LOR on their own server, and others pay for a hosted solution on an off-site server. Not all LMSes need an LOR, so institutions have their content contained within in their LMS. An LOR can be useful and save disk space if you have multiple sections of a course all sharing the same content.
